Samoa Audit Office Institutional Strengthening Project
SUMMARY OF ACHIEVEMENTS

The Audit Office ISP was firstly envisioned back in 2004 after it hosted the SPASAI Congress in Apia. Attempts were then made to obtain assistance directly from the Ministry of Finance and other Donors to undertake the ISP but these were unsuccessful.

In 2006, the Deputy Controller and Chief Auditor was given the role and responsibility of revisiting and reviving the vision for an ISP for the Audit Office – ISP Coordinator. During this time the new Public Sector Improvement Facility was operational and taking road shows to public sector organisations on how it could assist with institutional strengthening and capacity building activities of the public sector. About the same time the Public Administration Sector Plan (PASP) 2007 – 2011 started to be formulated which also identified as a reform or development activity the review of the Audit Office capability and performance auditing approach under the umbrella of good governance.

Consultations by the ISP Coordinator and PSIF resulted in a 2 phase plan being envisaged for the ISP. The Audit Office was firstly going to have a Situational Analysis Assessment (Review) from where it would build with a Design for the ISP with the assistance of Technical Advisors. The Design would then be used to build the institutional strengthening and capacity building reforms for the Audit Office – Build Phase. The Review and Design Phase was undertaken for 2 months ending in October 2006. The Build Phase commenced in October 2008 after approval by the Cabinet Development Committee on 12th April 2007. The build or implementation phase was completed in April 2011.

September 2010 Events

As we get into the festive season, it is fitting to advise Colleagues as well as all Stakeholders of some of the recent events in the Samoa Audit Office.

On the 30th of September Fuimaono Camillo Afele was appointed by the Head of State of the Independent State of Samoa as Controller and Chief Auditor to succeed former and long-serving Controller and Chief Auditor, Tamaseu Leni Warren.

Mr Warren was Controller and Chief Auditor for twelve years. Mr Afele served alongside Mr Warren for the same 12 years and 4 of those years as his Deputy.

Mr Afele and Staff of the Audit Office acknowledge with deep gratitude and appreciation the tremendous contribution that Mr Warren made to the people, structure and strategy of the Audit Office from when he was appointed in 1998 up to the end of his 12 year reign at the end of September 2010. The Samoa Audit Office made long strides and a significant leap under Mr Warren’s leadership.

The appointment of Mr Afele coincided with the completion phase of the Audit Office Institutional Strengthening Project (ISP). This ISP laid down the foundation for the changes that began to be implemented from when the ISP started in November 2008 and continue on within the next three years. It has also laid down the foundations and processes for repeated and regular diagnostics, situational analysis and reviews in the future to consider and address future changes in law, processes, systems, methodologies, technology, skills, knowledge and so forth. The ISP is expected to be completed at the end of December 2010.

It is the intention of the new Controller and Chief Auditor to continue building sustainable bases to ensure that the continuity and momentum of the reforms are not broken or discontinued as a result of staff turnover or obsolescence in skills, knowledge, methods, processes, systems and technologies associated with ongoing global changes and developments.

The new Controller and Chief Auditor looks forward to continue the very cordial and warm professional relationship and mutual cooperation that the Samoa Audit Office have received and enjoyed in the past years from Colleagues as well as all Stakeholders.

The Samoa Audit Office has now completed the Relocation of its office premises’ to the Level 3 of the Samoa National Provident Fund Building (SNPF).  The new contact details are as follows;

 The Samoa Audit Office is currently undergoing their Institutional Strengthening Project. Building and launching an official website is one of the many deliverables that this ISP intends to achieve.
